Update: the Selection Report to allow greater visibility of attachments

Client agency has requested that attachments be visible on the Selection Report when the panel chair is entering their individual and comparative statements against the screened candidates.

Tags created against candidate should be visible depending on agencies.

KIWIHEALTH feature requestThe tags added to the candidate by agency 19738 should be visible to all the other agencies. But tags added by other agencies to the same candidate for example 19770 should only be visible to 19738 and not to 19780 etc.
