Instead of having a detailed guide, perhaps when a hiring manager enters in for the first time or since a long time has passed, prompts can pop up as a guide along the way.

There is a link to the documentation provided on the landing page, HM dashboard, for the HMs. This link when clicked takes the user to the help documentation page which details the functionality and features offered for the HM.
