SMS Burst - When balance is low, notify user

When SMS balance is too low to send SMS, Springboard gets a "Ledger Error." Could we surface this somehow into Springboard, so we could set up a rule to notify users they need to top up their balance?

There is a facility to warn on low balance in the Burst platform and auto-recharge, so this would be lower priority.
