I want to manage my users' permissions across the platform. I want to be able to toggle them all on and off and copy all permissions across to other users and all specified user-types in bulk without having to submit a ticket

Hello Zoe,
This should be possible using Super User role to a user. The user would then be able to grant permissions to other users by following below steps:
1). Go to Administration -> Organisation Users
2). Select the user and click on the "Assign Roles" from the bottom right corner.
3). Select the roles that you would want to assign and click on the "Update" button.
Please let me know if there are any concerns regarding the same.
